Chandra(Chandraprakasmlu) Venugopal is a policy creator who was one of those who formulated the implosion of the Soviet Union. He graduated from Raffles Institution together with language classmate K. Shanmugam, Singapore Law and Foreign Affairs Minister. Classmates included former Transport Minister and member of parliament, Raymond Lim, former nominated member of parliament, Viswa Sadasivan and Singapore Ambassador to the USA. Ashok Mirpuri. A veteran battalion commander in charge of now Senior Minister of State Heng Chee How in Operation Cleansweep, a manifestation for a free world in the annals of Singapore history.

   He obtained an undergraduate economics specialization degree in economics with the help of a university scholarship from Concordia University(Montreal) in 1983.  He received a master's degree in economics from Western Illinois University on a tuition scholarship in 1984. A master's degree in social sciences, and completion of doctoral certification in finance on a SUNY grant saw an appointment as Research Associate Professor there.  During this period in his capacity as Special Columnist of USA Today's subsidiary Binghamton Press &  Sun-Bulletin, he published an article that brought a closure to the Michael P. Fay case, a low point in US-Singapore relations. A profiled authorship was granted by the academic journal Asian Thought & Soceity in recognition of this. 

   He has been owner of a company that deals with treaty issues.  The company facilitated the first free trade agreement between the USA and Singapore , Chile as well as S. America.  The company involves itself with individuals & organizations regarding the formulation of policies in the USA, India & Singapore: like the Singapore freee trade philosophy, Indian economic liberalization & U.S. fiscal conservatism.
